Australia’s Skills Ministers are looking to reshape the qualifications system to better support the variety of people choosing to engage in vocational education and training.

They have tasked all ten JSCs to demonstrate how reform can be achieved and how qualifications could be streamlined by their various purposes. A number of JSCs proposed different qualification reform concepts and collaborated to identify the commonalities between them.

With our project to demonstrate reform, we tested a purpose 3 qualification concept on Certificate II in Rural Operations, which aims to help learners attain more transferable skills and capabilities and reduce duplication of learning.

Project outcomes have been compiled into a final report that was submitted to the Skills Ministers’ Qualification Reform Design Group at the end of September.
