When developing and delivering training for regulated industries and occupations, RTOs must consider key licensing, legislative, regulatory, or certification requirements. This project will pilot an initiative to support RTOs navigating these complexities by mapping licensing and related requirements across a selection of qualifications and units. By sourcing and documenting this information the project will enhance clarity and efficiency for RTOs and learners.
Qualifications and units of competency outline some licensing and related requirements, but there are limitations to the level of detail they can include. State-based or less obvious licensing and regulatory requirements may be overlooked, which can create delays in training delivery and graduates obtaining occupational registration.

Project outcomes
This pilot project will support RTOs by mapping licensing, legislative, regulatory, and certification requirements against key training ‘touchpoints’ to encourage consistent interpretation and use across the system:
The pilot will examine the ACM Animal Care and Management Training Package, producing a detailed database mapping licensing, legislative, regulatory, and certification requirements across relevant qualifications and units. The pilot will also test a scalable structure and process that JSCs can apply across training packages in the future, creating a centralised resource.
Approach
Targeted engagement will be undertaken with licensing and regulatory bodies, government bodies, RTOs, industry bodies and associations related to the sectors covered by the ACM Animal Care and Management Training Package. They will be consulted to ensure accuracy, relevance and currency of the information being collected to build the database.

The research approach will involve:
- Content sourcing: identifying and recording specific legislative, licensing and regulatory requirements against current ACM qualifications and units of competency.
- Database design: categorising content and using metadata t shape a user friendly database.
- Validation and qualify assurance: RTOs and industry stakeholders engaged to review the content so it meets needs of future users.
Note: This project is focused on documenting existing regulation and licensing linked to current units and qualifications in the ACM Training Package. We are not seeking feedback on the suitability or breadth of the regulatory requirements.
