AgTrade Apprenticeship Feasibility Report
Stakeholders were consulted nationwide to explore the feasibility and dynamics of an ag trade apprenticeship. The report outlines a number of steps that need to be taken for the successful implementation of an Ag Trade Apprenticeship.
As a Jobs and Skills Council (JSC), we work with training providers, trainers, assessors, and employers to develop learning materials. For example, we are currently working with Aboriginal Sea Company and Aboriginal and Torres Strait Islander communities to develop Community-based Aquaculture Training Tools that are culturally appropriate and tailored to the needs of First Nations learners.

A Workforce Plan is produced annually as part of the workforce planning process. Each annual edition builds on the last, considering the latest stakeholder feedback and newly released data.

The Workforce Plan 2025-2026 outlines the workforce planning priorities for the year ahead. It also includes industry sector scans, analysis of workforce data, and focused insights on the key topics of attraction and retention, and education and training.

Previous Year in Review
Companion Volumes assist industry and registered training providers (RTOs) deliver the units, qualifications and skill sets within a training package. Companion Volumes consist of Implementation Guides and User Guides. They include key information to help trainers adapt to upcoming changes, along with guidance on how regulatory updates, licensing requirements, and workplace health and safety considerations may affect their training.

Response to a revised methodology for the Australian Apprenticeship Priority List discussion paper
This submission highlighted concerns that occupations within Skills Insight’s coverage would be excluded from the Australian Apprenticeship Incentive System Priority List.
National Food and Fibre Education Strategy Response
Skills Insight supported a strategy from AgriFutures Australia to address education challenges around food and fibre in primary and secondary schools nationwide, helping to emphasise the VET pathways and options that could be incorporated into it.
Response to the Gender Economic Equality Study Consultation
Skills Insight’s response to Jobs and Skills Australia’s (JSA’s) Gender Economic Equality Study provided examples of occupational gender segregation in regional, remote and rural industries and proposed strategies.
Climate Change Authority Response
In 2025, Skills Insight was asked to contributed to the Climate Change Authority’s annual progress report. Our submission stresses the role the industries we work with already play to drive Net Zero, highlighting opportunities for further support and contributions.
Productivity Commission 5 Pillars Inquiry and National Competition Analysis
Skills Insight submitted responses to the Productivity Commission’s Five Pillars of Productivity Inquiries via survey on pillars 1 and 2, a submission to the National Competition Policy Analysis, as well as a joint Jobs and Skills Council submission to the Productivity Commission.
Review of the Jobs and Skills Australia Act 2022
Our submission to this review identified opportunities to strengthen JSA’s operations to better achieve the tripartite, collaborative and evidence-based objectives envisaged by Parliament.
Response to Jobs and Skills Australia Regional Roadmap Phase 1
JSA invited responses to its Roadmap for Regional Australia Phase 1 Report. Our submission is supportive of the approaches outlined, highlighting success factors for consideration as identified by stakeholders.
National Food and Fibre Education Strategy Response
Skills Insight endorsed and supported a strategy from AgriFutures Australia to address education challenges around food and fibre in primary and secondary schools nationwide. We participated through meetings, workshops and surveys.
OSCA Maintenance Strategy
Skills Insight contributed to a survey about the development of an OSCA maintenance strategy, emphasising the importance of aligning the OSCA with other national frameworks that inform government data use, and identifing workplace safety as a key factor for prioritising future updates.
2024
Feedback on the Australian Government Jurisdictional Action Plan 2024-2028
Skills Insight’s initial feedback to the Action Plan focused on the priority areas of access to VET delivery, enhanced jobs and skills data, the importance of First Nations RTOs, and the critical role of industry in food security and achieving net zero.
Department of Home Affairs’ Review of Regional Migration Settings
Our submission supports the Discussion Paper’s objectives for regional migration but notes they are not reflected in the analysis or supporting data. It highlights the need for improved data, a shift to skills‑based approaches, and simpler processes for regional migration.
JSA National Skills Taxonomy Discussion Paper Response
Skills Insight shared insights and perspectives on the opportunities and challenges that a national skills taxonomy may present, providing support for the concept of developing a national skills taxonomy that focused on jobs and skills, and industry needs.
Australian and New Zealand Standard Classification of Occupations (ANZSCO)
Throughout 2023 and 2024, the ABS undertook a review of its occupation classification framework. Skills Insight made submissions to four rounds of feedback on the classification of occupations, divided by focus area.
JSA First Nations VET Workforce Research
Skills Insight provided input to JSA to support work aimed at better understanding the First Nations VET workforce and inform strategies to attract, retain, and develop First Nations educators and trainers. The submission emphasised the importance of First Nations controlled and owned RTOs, especially in regional Australia.
National Skills Passport Consultation Paper Response
Skills Insight provided a submission supporting the concept of a National Skills Passport, stressing the need to recognise skills gained outside of formal education and highlighting privacy and cyber security considerations.
2022
Skills Impact’s submission to the consultation on the Employment White Paper
While in the transition from Skills Impact to Skills Insight, the Government sought responses to its Employment White Paper. Skills Impact’s submission influenced the development of the JSC Program Guidelines, especially around tripartite industry leadership.
Skills Insight has developed a web resource to help small and medium businesses strengthen their staff attraction and retention strategies.
The web resource is structured around the employee lifecycle and includes tailored industry resources and case studies of regional businesses and the strategies working for them.
