Australia’s textile flooring manufacturing sector requires workers with specialised technical skills. However, there is currently no dedicated training pathway and existing training does not fully reflect contemporary manufacturing practices. This project will define entry-level skills and create a qualification pathway aligned to industry needs and sustainability requirements.

This project will update the MST20722 Certificate II in Apparel, Fashion and Textiles to include a Textile Flooring Manufacturing specialisation and a Circular Economy Skill Set. The project will also develop four new units of competency and two skill sets to support the skills and knowledge required in contemporary textile flooring manufacturing roles.
The circular economy skill set will strengthen capability in sustainability practices across the sector, responding to growing regulatory requirements, supply chain pressures and changing consumer expectations.

Project scope update
Following discussions with the Technical Committee and industry stakeholders, the project scope has been refined to better address current workforce and industry needs.
The original scope included updating five existing units of competency, developing two new units of competency and creating a Circular Economy Skill Set. During development, industry feedback identified a stronger need for new training products designed to support textile flooring manufacturing occupations and contemporary industry practices. As such, the five existing units initially proposed for review have been removed from the project.

Stakeholder input is appreciated throughout the duration of this project. The documents have been drafted in consultation with the Technical Committee and their networks. Opportunities to provide feedback are now available and close on 30 September 2026. Review and checking of final drafts is in November 2026. Your feedback will help ensure the training products reflect real workplace practice.

The MST20722 Certificate II in Apparel, Fashion and Textiles is being updated to include a Textile Flooring Manufacturing specialisation. The project will also develop four new units of competency and two skill sets to support the skills and knowledge required in contemporary textile flooring manufacturing workplaces and strengthen capability in sustainable and circular manufacturing practices.
The textile flooring manufacturing sector continues to evolve in response to advances in production technologies, changing workplace practices, increasing sustainability expectations and the need for a skilled workforce. Industry has identified a need for nationally recognised training products that provide clearer pathways into textile flooring manufacturing roles and support consistent entry-level skills across the workforce.
A Technical Committee comprising industry representatives, employers, employees, registered training organisations, unions, and other stakeholders has been established to provide expertise throughout the project. A project briefing session was held in May 2026, where committee members reviewed and endorsed the project’s Terms of Reference and Consultation Strategy.
The Terms of Reference outlines the role of the Technical Committee, project objectives and decision-making processes, while the Consultation Strategy identifies key stakeholder groups and opportunities for engagement throughout the project. These documents provide the framework for the development and consultation activities and help ensure the training products are informed by broad industry input.

Feedback gathered through webinars, stakeholder engagement activities and direct consultation will be considered by the Technical Committee and incorporated into the draft materials where appropriate.
Draft training products are now available (linked below) for stakeholder feedback as part of the broad consultation process. Input from employers, employees, registered training organisations, industry associations and other stakeholders will help ensure the training products are practical, relevant and aligned with workplace requirements.
